So I have an Old 3DS version 4.2 sysNAND with access to RxTools version 2.6 (to make xorpads) and Gateway (to dump the ROM to a .3DS file). I have 3DS Simple CIA Converter v4.3 on my computer. What I want to do is dump my retail cartridge versions of my games and install them on my A9LH 'New' Nintendo 3DS. What is the most optimal way to do this? If I use the method that I already know on my Old 3DS, will the .cia files that I install on the 'New' Nintendo 3DS still have all of their features? Or is there a newer, better method that I can use on my A9LH 'New" Nintendo 3DS to make this easier and more efficient?

That's pretty much how it's done. There's more choices as to how you dump, but they don't really do that much for you beyond what you have now.

I would, however, recommend Decrypt9 above rxTools, and since it supports decrypted game dumping, you could save yourself a step by not needing xorpads.
