Oh my I thought I had the NTSC version since my wiiu is US but it looks like my loadiine game for Hyrule Warriors 1.9.0 is a pal version after all
Anyway, it seems offset for PAL and NTSC are quite close if not the same. For instance, money offset in NTSC is 356182A4 while in PAL (for me) it is 35654A24.
But the magic offset for player is 1070F5CC in both, so just poke FFFFFFFF as value there to get unlimited magic.
As for PDS (damage), the offset is around 388631BC and the bad news is that it is only visual. So the real address is somewhere else. I did scan only between 10000000 & 3F000000. Who knows, it maybe between 40M to 50M (40000000 to 50000000) or somewhere we don't have access yet.
But the good news is you can still cheat damage like I did with save editing.

Open your save call APP.bin with a Hex editor ( make sure you did a backup of your save in case you mess up). Let's say for Link, go to the offset 8C184 inside the hex editor
now I change whatever value in that 2 bytes to FFFF
if you got 6 to the right, you will find the level of that character like in the picture. After you modify, you save it and put it back(replace) to the sdcard then relaunch the game
