u forgot to unlink NNID... lel.

Call Nintendo and say you want to transfer the NNID to a new system, I suppose. Don't tell them you formatted or used TinyFormat.

I think you were supposed to use the system tools format utitilty to unlink nnid not tiny format from my understanding.
tiny format unlinks nnid but the nintendo server doesnt know about it. If you use the system format tool it requires internet connection and then it should be unlinked, Or link the id on the original system and preform system transfer.

You should have performed a system transfer to the n3DS. It's still not too late if you haven't formatted the old console yet or if you have a NAND backup from before the format.
Otherwise, I'm afraid you might be unable to relink the NNID to the old 3DS, since you used TinyFormat which doesn't unlink the NNID on Nintendo's servers.

I think there is only one system. He reformatted it using tinyformatter and then was unable to link it with the NNID since it is still linked to the previous "console." If he had done a system restore, would that have unlinked his NNID?

You reported this as solved and asked for a lock. I wanted to tell you that we generally dont like to lock topics after a solution is found. Threads are a well of knowledge for you and others. There is a good chance that someone else is having this problem too and might need to make a post here for help too.

If this is too off topic, I'm sorry, feel free to remove it, but I really wanna ask, how does this statement comply with the "dont revive threads" rule? Just asking since people get tons of rude replies when they ask regarding the same topic in an old thread, but if people make new threads they get told to use old threads.

Use solid judgement. If you think a thread might still be relevant to your issue then use it. Threads that are a few months old to up to a year are usually fine. Anything over that is starting to get obscure and should probably be posted in a new thread. Just use your head.

Use TinyFormat if you are formatting a NAND for use by yourself/you don't want the NNID unlinked.

Use System Format from within System Settings if your are formatting a NAND for use by someone else and you want the NNID to no longer be linked.

You can also use System Transfer to move the NNID/your legally owned games to a different console. It formats the old system at the end.
