So, apparently you can get this by buying the 4$ tier of the E3 Humble Bundle. Not sure if they're sending out any more email codes.

I just got an email like 20 minutes ago. Looks like Europe is doing things differently, and instead of giving out codes, they make you log it to the website and redeem it directly, then you can download it from the eShop, kind of like what they did with Flipnote Studio 3D.
