Homebrew Installling out of region legit cias

Hi, i have a N3DS in 10.7U oothax.
I've installed a lot of legit cias from my console region (USA) and they worked perfectly.
So, if i install an EUR legit cia it will not show in homemenu because my console is from the americas, right?
Can i run it from the Homebrew launcher?

If launched using Region4, then yes. You can also launch them with FBI.

Well, my problem is already solved but this isn't possible to me.
I don't wanna downgrade because i have a ton of legit purchased games in eshop.

AFAIK DGing doesn't remove your games.

I know, butbi can screw up the entirely process, so i don't wanna downgrade (For now, I think. )
