Will Nintendo update the system and remove hax because I am on Version 9.2.0

If you send to them there"s a little chanche you get it in 10.7 but there"s no assurance.
I sent it when the 9.9 was released and it came with 9.6...
That can be true, but it may change between what is the problem and also since there are masive people downgrading and using CFW that also helps that they can start to update more the received consoles.

But it sent another 3DS XL that shutdowns itself without any reason when it has the lid opened at 180º and they sent me a new unit. In the latest 9.2 at the moment.

It doesn't "fix" water damage. Water damage implies you actually damaged the device (By trying to turn it on after getting it wet). If after the device gets wet, you remove the battery, and leave it (Preferably in a bowl of rice), you might be able to remove the moisture from the components before any damage takes place.

Water doesn't necessarily destroy electronics. Water + electricity definitely does.

I remember I got water all over my old 3ds and I continued to use it a lot - the circle pad kept inputting left so it was pretty annoying :/ eventually I just left the 3ds for a couple of days and the circle pad worked fine

You got lucky. Moisture and electrical components don't work well together, and turning an electronic device on after it's gotten wet is absolutely the worst thing you can do.
