How do you enable Luma's Dev Mode?
It doesn't give any advantages (except being able to load test menu if you have it installed, enter in "bigger ram mode", can't remember how it is called, used by smash 3ds, displaying debug info on error screens and blocking you to access online services.).

Just download the dev version of Luma and enable dev mode from settings.

What can this dev mode be used for? Can it be used for 'official' 3DS app development or something similar?
Or does it have a completely different purpose?

Really the only useful thing it does is give you detailed error information when it can. When it can't I guess it just does that.

If used with dev config app, you can enable settings that cannot be enabled otherwise. (Extended ram mode and test menu)
And runs my "Zictochat.cia" :D (yep, a DS-mode Pictochat cia)

btw, the "more detailed errors" effect applies only to "an error has occurred" in 3DS mode, the specific example in the picture is fixed by region spoofing the problematic title
