I have luma3ds installed on my New 3ds with firmware version 9.2.

When i try to open an installed .cia, my 3ds is stuck on the boot animation before a game opens (black screen with moving red bars with 3ds name in the middle). This isn't the case with the fbi.cia I have installed though.

Is there a fix/other solution for this problem available?

The game you installed is using 9.6+ SEED encryption. To fix this, go to the game's page on the eShop, then try again.

If the game is out of region (e.g. installed a USA CIA on a EUR system), you'll need to get a seeddb.bin file containing the region-specific key and import it using Decrypt9WIP.

But accessing the eShop means updating to the newest version, right?
It does. If you're using CFW+EmuNAND or A9LH+CFW, this shouldn't be a problem.

EDIT: In your original post, you say you're using Luma3DS with 9.2. Is that SysNAND 9.2, EmuNAND 9.2, or SysNAND 9.2 + EmuNAND 10.x/11.x?

EDIT 2: If you are in fact only using 9.2 instead of EmuNAND 10.x/11.x or A9LH+SysNAND 10.x/11.x, then you can't play 9.6+ SEED-encrypted games regardless. I'd recommend upgrading to A9LH if possible: https://github.com/Plailect/Guide/wiki/ - if this isn't possible, at least set up EmuNAND with 11.0.

this used to happen to me ALOT. You need to access the eshop page for the game. (for example-If you downloaded the .cia version of Mario Kart 7, visit the page for that game in the eshop.)
