Is there any way to check if the TexID actually changed without starting up the game each time?

No, if you have TS4M's Mod Pack, it will say that. If you want to remove it or edit it, extract sound.msbt in sm4shexplorer and open it with MSBT Editor.

What I did was just remove what was in TS4M's mod pack and just used the numbers used in the pack for the music files. That works just as well in that situation.

I would like to know how to color hair. I'm trying to color Roy's hair for a texture I'm making and it's still red in-game. It's worth noting that I did change the color of his eyebrows though.

I'm having some trouble getting textures mod, when i use the DDDKernel link from the TS4M guide it always shows an error code & says could not display page.
when i added custom music to my Sm4sh i used the loadiine.ovh link is there another link other than TS4M DDDKernel link to dump my wii u so i can get texture mods?

I have never hacked or tried modding before in my life and am horrible with computers as well. I tried to follow this tutorial so I could get some custom skins for my characters, however, I have no idea what I am doing due to a lack of knowledge. I am currently confused on steps 2 and 3 of the tutorial. I was wondering if their was some kind of video tutorial so that I could follow the process step by step by watching, because I just don't get it. Thank you.

I know what your problem is. Windows doesn't know what to do with Python.
Go to C:\Python27\Tools\Scripts and run the "win_add2path" script.

I'm still having trouble having Sm4shExplorer build a file. Yesterday, for a good chunk of the day, as I was working, it exported patches just fine. Now it doesn't want to finish compiling mods.
