FontTool can take a bcfnt file and package it into a CIA. It's pretty simple and could've been done in bash, but it does some nice stuff like set the romfs size info properly and encrypt using xorpads (if available).

I haven't tested it myself but according to ihaveamac it doesn't work well.
You'll need CTR_fontconverter
idc if it doesn't work well, as long as it works
