Both of my old 3ds' flash gray, yellow, then orange. The 3ds then crashes. I have tried to get in for so long but it never works. The red one was downgraded and it was successful. I can't run any tools because they both can't access the homebrew launcher. Any advice?

A couple of things:

An orange crash means it worked but crashed. You need to retry
A red crash means you don't have the proper files.

--------------------- MERGED ---------------------------

Update, since I now have more time to post:

Try clearing browser data after every failed attempt then using the QR code to directly open browserhax.

I've had issues in the past with corrupt homebrew launcher files, which can be caused by all sorts of different things.
If that's the problem, redownloading the homebrew launcher or downloading an alternate launcher (I recommend mashers hbl) will fix it :)

It keeps saying terminated script execution. Doesn't that stop the homebrew from working. On my red old 3ds, it is on 9.2 while my blue one is on 10.5 I click the slider on the red one but it has the exact same issue as the blue one.

If it's just the orange screen then keep trying. It took me a half hour to get a 3ds on 10.3 to get it work.
was getting the orange (dark yellow) screen on 9.2 about 20 times, restarted the 3ds completely, tried to launch\restart several times and it eventually worked..

If is becoming too much of a pain, you may have to buy an exploit game/ find another entrypoint instead.

clear your browser data, reboot your 3ds. and keep trying. It took me a while to get browserhax to work too when I downgraded, but eventually it worked

Themehax means no more browser hax. I was gonna type post this, but just an fyi.

Oh, you're on 9.2.
Here I'll save you some time, this is what I do when I am on 9.2, but lack menuhax.

Download the rxtools.dat file, go here in your 3ds browser http://www.reboot.ms/3ds/ -> load rxtools.dat -> inject fbi into your sysnand -> load rxtools in sysnand mode -> open fbi aka health and safety -> install the home brew launcher .cia version -> load home brew launcher.cia -> installer menu hax

Sorry for being confusing, I got my 3ds in 10.5 into browserhax and installed themehax. I know about rxtools and stuff. How could i make browserhax activate without the slider on 9.2??
