I know you might not wanna do this, but we might be at a last resort. Try formatting your whole SD card as well as your whole 3DS. i know it sounds kinda crazy, but your 3DS can't just be CIA-proof, right?

If you can start FBI as H&S app without any error, which is an unsigned app, this mean you start emunand properly with the sign check patch applied. And if then, you get this error... it means it can't install unsigned apps.

You have exact same behavior with both rxTools and Cakes? I mean, console boots properly, you can load FBI or BBM but get the same error message when you try to install a file?

Did you try to download/install another fresh CIA from another source?
What if you try to install a game you already have installed?
(What if you try to uninstall one of your games using FBI) this one is to do with caution as you may not be able to reinstall the game...
Did you try to install a CIA on sysnand? If yes, was it successfull?

Maybe you should try with another sdcard... If you have one other, you can just format it with emunand9 and write the emunand image you already have. Real quick.

How do you boot into CFW? Is it auto via menuhax, or do you use another one?

Excuse me, but how did you create your emunand partition if you did not use emunand9 tool? You have a gateway?

You don't need a Gateway to use the launcher and format emunand.

@paw11223 If I'm understanding this correctly, You're trying to use FBI injected into H&S APP? That might be your problem. I'm not sure if NASA can work in a 10.5 emunand, but if possible, you want to try booting into emunand, then boot into HBL to launch NASA.3dsx and install FBI.CIA with it. If FBI in the H&S app is causing issues though, you may be out of luck unless you can manage to delete the H&S APP. BUT with the same method, you could install BBM.CIA...

Out of interest, have you tried the homebrew version of any cia installer? Nasa or hbl version of FBI?

Same for RxTools and Cakes. I can inject H&S, boot fbi, bbm, devmenu, whatever really. Can't install anything else.
I wanted to try deleting game and installing it again but I'm afraid I'll lose it. I used CIAS that I used before, now they don't work.
I can't install CIA on sysnand, even with pasta mode. Now with Cakes i can't use menuhax I use spider. On rxtools I use menuhax, but tried normal launch and it didn't work.

No I will do it. HBL FBI won't even start installing. Error just comes at the beggining.

You should try what urherenow suggest.

Boot into emunand, then use your favorite Hax to access Homebrew Launcher and from there, use the FBI 3dsx to install FBI cia.

After this, i have exhausted all my ideas... And you'd be better to reconfigure completely your 3ds. I mean format sysnand, do a new dump, reformat sdcard using emunand tool and write the new bin into. WARNING, this would mean you loose your data.

But, it may also be a problem with your sdcard...

is it possible for someone to upgrade from 4.x to 9.2? If this is possible, i would try a downgrade to 4.x and then format emunand and update it to 10.5 emunand and see if it works there... then if you want to upgrade 4.x to 9.2 do that....

Just throwing that idea out there
