No... He wants to convert a CIA back to a 3DS file. Not the other way around.

Currently, I don't know of any tool that can do that. You are just going to have to find the .3ds version of your Warez.
3ds to cia converter had more options than what you think

Wow, for that it says you have to have 10gb of free space to use it.

I look for a tutorial for convert a cia game file to 3ds rom file for play from flashcard. Thanks

1. Dump your own cart
or
2. Download the .3ds file

Explanation: the CIA file doesn't have header data that's required to make a valid .3ds file, and it is also missing a proper file signature, which is required by Sky3ds (as sky3ds effectively just "mounts" the image and treats it as a retail cartridge, if the cartridge "image" isn't valid, the rom cart won't treat it as valid.
