ROM Hack CIA Romhacks

Hello Gbatemp:
I downgraded to 9.2 and I would like to install some romhacks directly as CIA.
I tried with CTGP-7 but there's nothing on the officias page and I didn't foung nothing on that iso site.
Are romhacks in CIA format possible?
How to make them?

Yeah, you need to edit your TitleID.

Is there anyway to convert .cia to .3ds? If not, how would I dump the 3DS game myself with CFW? (I've only had it for like a week, bare with me here)
