Tested with an O3DS 10.3.28 USA and worked.
Just a few questions.
Is there any limit with installing?
Can I delete the data via data management? (I've seen people say that you need to delete the CIA itself.)
Can you install updates and DLC via the installed CIA?

1. Nope. c:
2. Yes. You can delete the CIA itself to make more space.
3. No. Only updates, no DLCs.

Really? If, for example, I install SSB on a European 3DS I can't download any paid dlc? What about animal crossing and Mario kart, I can use the online properties just fine?

I never tried to download paid DLC on CIAs really, you could try if you want, won't hurt.
The online properties work fine. :)
EDIT: Thought he meant DLC CIAs btw. :3 silly me ^_^
