I think he wants it on the 3DS, because it's more powerful than the DS, and in fact it's much easier to develop for the 3DS than on the DS. And you would need a flashcart for that.

Fair enough, I'm just saying enough solid alternatives exist that the demand is relatively low for this kind of homebrew.
Gameboy and GBA rpg makers can both be played on 3ds through kernel access, but that's a fair point about needing a flashcart for ds games.
