I updated to 10.3 from 10.1 and the games remained, and then I was able to update them.

It's not possible because the DLC cias aren't legit.

Unfortunately, you're right.

Downgrading is like 99% brick. Legit cia is like 0.1% brick rate.

Not really, I downgraded and updated back and forth today 4 times and nothing went wrong. Say I changed my mind about downgrading a few times The FBI didn't work for me on 10.3 so

That means the exploit hasn't worked. See my post above, if you don't see text like in the image I posted, it has not loaded correctly.

Doesn't count. The CIA has to have come from a console that had it pre-installed.

nope, you can delete it from the SD card. I would however keep a backup on a computer in case you need it again as links go down all the time for games.

No. It has to be a pre installed CIA from a bundled 3DS.
Just search for legit CIA 3DS, it's not that hard to find links.

its not working properly on different region 3DS since it asks for an update.

When i tried to use this on my homebrew menu i ended up with two of the screen app that camd with the startup zip file =/ any suggestions? I followed the instructions down to a t.
