Homebrew HBL won't start after downgrade

I have the problem i can not start the Homebrew Launcher it comes with a black screen and a little pixels in them.
I have downgraded from 10.3 to 9.2 and now im back on 10.3 the bug already on 9.2 i have tested something download again the payload, format system and the method to make off the wifi and clean Browser data and now nothing work

clean up your SD card and download again starter pack then try browserhax with QR code. Worked for me

Looks like your downgrade was shit and something went wrong. Update your system to 10.3 and try again downgrade with latest julian sysupdater from that other thread.

I have done this but my other problem is it not work on 10.3 the same as 9.2 i can not launch the Homebrew Launcher on 9.2 and 10.3

Then try to format your 3DS maybe sysnand has some weird files on it due to downgrade and now works wonky.

Formating your 3ds will errase all data, unlink your NNID etc but it will clear properly sysnand and you will basically get 3ds like you would get it first time from shop.

So format it. Setting, Other settings there is format. After that get starter kit from smealum site and do browser hax.

Did you clean up your SD card too after formating your 3ds ?

if format and formating your SD won't work this means you are doing something wrong (there is no other possibility)

I do everything right i have formated my SD card and the system and use the right Starter kit :/

So i formated complete and now i have this screen its more than before but i dont know what i do now :/

I dont have a payload on the root direction can that be the Problem it won't Start ?
