Homebrew How to install legit CIA files 9.3-10.3

Reboot. You have to try about 724365193749813741293469 times before you'll get in properly.

Sorry guy, i have followed what you have said but, this method didn't worked.

My 3DS Type that I used is 3DS XL (OLD), it is upgraded already to 10.3.0.28U, and i had opened the homebrew by Spider28Hax (Browserhax for 10.3). But it's didn't worked and on the FBI screen appears.

Setting up...
Failed to allow threads on core 1.
Cleaning up...

Someone can help me?

BroswerHax don't work with FBI, try with HomeMenuHax

Menuhax (installed using Browserhax)

Installing a legit CIA as I type this.

It must have taken me over 100 tries to get this to this point. As some other members mentioned, I found starting CHMM2 first (and exiting by pressing A) then starting FBI would more reliably give me the "Done" message. Unfortunately, I also found that despite getting that message, the 3DS seemed to freeze at this point. The ONLY time I managed to get in is when I pressed START (as opposed to any other button) when I received the "Done" message. Not sure if it was just a coincidence it worked when I pressed that button though...

Also, if it matters, CHMM2 is located right about the FBI application on my Homebrew menu.

Will update when I confirm that the installation works.

E/ Successfully installed and payed a game. It works!

E2/ Attempted it again to install more games. Took many tries, but the same method listed above worked again. For me, it seems that CHMM2 is necessary to get the "Done" message to appear reliably.

Pressing L just takes you to the FBI menu, regardless of whether or not it made it to "Done" without freezing. I suspect the same would happen if you held down A

Just the FBI loader. From my understanding, Memchunkhax2 is built into it, which is why we can get kernel access.

Try and install something though, unless your FBI menu successfully got in, it won't install.

How is everyone having such a hard time figuring out what CIA is legit or not? The list is in the OP...Reading is a powerful thing. Most if not all the questions asked here are in the first post. Please read it before asking.
