Update for anyone who cares: I finally tracked down who released this. It's Reddit user shiny_banana. I've sent him a PM on Reddit asking for more info, including whether he plans to develop this or leave it as a PoC.

You can use Ironhax too, it doesn't really matter what entry point you use.

Every time i'm trying to boot the FBI its writing all the things and when it's writing done and i'm stuck there. The only thing I can do is hard reset.
Someone solved that?

Nah. It seems like the app works pretty well on O3DS, but hardly at all on N3DS.
