OP, there is no point of getting a flashcart at this point since you can do almost everything a flashcart can do by installing CFW. Look in the tutorials section, there's a guide on how to install rxTools CFW.
 
returned doesn't mean used. You can return items to walmart for your money back.
Are they legally allowed to take it back and resell it? I'm sure they return the system for a good reason... ( Buggy, not working, )
 
You don't need to ask for stock firmware when buying an o3ds. They are guaranteed to be under 9.2 if you buy them new.
Why so ?
(Note that I am not contesting, I am just wondering why New 3DS would come in higher firmwares and Old 3DS would stay outdated, even though that's actually great).

The Old 3DS stopped being produced around 8.1 this includes the XL models

Whats this 'boot rate' about? Does this mean 3DS ROMS wont run all the time?
It's usually the rate of successfully booting to emuNAND or booting a CFW. With menuhax→ctrbootmanager→rxtools→emuNAND for example, you have a lot of moments where the 3DS could just freeze. But reboot once again and you'll usually get to your emuNAND at some point as long as the boot rate is not 0 (and I don't know what's your setup if your boot rate is 0, I have near 100% with the one I described in my previous sentence on an old 3DS).
But then yeah, sometimes we can talk about other specific boot rates, like the boot rate of a homebrew app or whatever.

Thank you for the clarification, so basically the success rate of actually installing CFW without having to reboot and all that jazz got it! Whats the best, most recent tutorial out there? As I have seen many tutorials out there using different exploits such as MSET.

From what I can tell from my bookmarks, I followed those ones for both my 3DS and New 3DS.

With regards to the SD card. Am I able to use the 4GB one already supplied with the 2DS and install CFW. Then after copy and paste the files from the 4GB to the new one? Or will I have to mod the new one in some way?

Not really. Because your emuNAND is also stored on the SD card but on another partition that you (usually) do not see in your file browser on your PC.
But maybe (don't quote me on this) you can indeed use your 4GB card, then do the steps to create an emuNAND on your new SD, then extract the emuNAND from the first SD and inject it to the new one using emuNAND tool and copy all the files from the "regular" partition from the old SD to the new one. No idea if this works but on the other hand, I don't know why it wouldn't either.
