Unfortunately, it doesn't, because that guide assumes you're downloading a pre-patched .cia, and I'd rather not have to download an entire copy of a game I own just for one modified file.

Use braindump, it's easy to use but takes quite a while to dump.
 
I've already got the romfs.bin dumped and extracted, the part I'm trying to figure out is how to patch the extracted romfs folder with the files for Neo X.
 
because I'm in hell atm regarding the one thing i want to do - edit ONE marth property in Smash 4 and save it as local proof of concept - I really have to ask in multiple places: how the hell do I get braindump to show up in smea's HBL atm

Im the creator of that thread. The CIA is just an example. You can use braindump to dump the files yourself and continue onwards.

Since you made the tutorial, will a prepatched Neo X EUR rom work with a NA version of the game?

I honestly don't know since I used a us version. If it doesnt work right away changing the region to eu with hans will probably fix it
