I was able to get NDS mode working in rxTools emunand with these versions. I think it's likely that there are other combinations that will work.

- rxTools daily build from October 2 2015
- sysnand 0x0004013800000102 version 0x1211
- sysnand 0x0004800f484e4841 version 0x1400
- emunand 0x0004013800000102 version 0x2271
- emunand 0x0004800f484e4841 version 0x2c00

This *did* work in emunand for NDS retail carts and for a fairly new R4i 3DS.

This did NOT work in emunand for the Gateway blue card; it only loaded in sysnand (loading it in emunand crashed the whole system / black screen "hold POWER" error).

Both gave the invalid ticket message. What region is your 3ds? Is there a list of TWL titles? and what was the other cia you said to install, the one that wasnt the TWL_FIRM

US version. The other file is the whitelist. You installed with DevMenu in emunand? You have the dbs folder there, if not reset the data management?

Big Blue (title launcher) is different than Dev Menu. I can't remember if I tried Big Blue. I used DevMenu because someone earlier in the thread suggested it.

jdeath is (almost) correct BBM and devmenu2x are both versions of devmenu but devmenu2x is . . . well without going into a overly long explanation/story devmenu2x has the ability to overwrite older versions of cia files & BBM cant if you want to install the (whitelist fix) then you need either devmenu2x or fbi v.1.4.14 (not a older or a newer one but 1.4.14)

to enable rxtools devmode you load up rxtools menu and go to advenced and select devmode (newer versions of rxtools call it pasta mode)
Note devmode looks just like sysnand . . . in fact it is just with more & different patches applied to it

I just want to add, I think it depends on your version of the ds flash cart. I read somewhere there may be multiple versions of the gateway blue card. I had luck with a Gateway blue card in both emunand and sysnand, but an r4i-shdc.com v5 card only works in sysnand.
