what do you need help understanding? its pretty straightfoward

It depends on what you are trying to convert from 3DS to CIA.

If it's a simple 3DS game, the above solution is better. Make the XORPADs and you're good to go.

But if you are trying to hack or modify the ROMFS filesystem or similar, the best solution (personally at least) is this:

the top one dood it is so easy, used it to convert some .3ds games that i did not find in .CIA format and bam works flawlessly .

Simple CIA Converter is the best option IMO. It's definitely the easiest way and it hasn't failed me yet

Simple CIA Convertor is a great tool & super easy to use, I've always preferred 3ds to cia by katsu like MDashK linked to

I think the first one is supposed to be easier, I used the second one but that was before the first one even existed and it was the best one at the time.
In the end both will work pretty similarly.
