I have an old3ds, sysnand 9.0, emunand 9.9, gateway and rxtools. I thought I had read somewhere that rxtools can downgrade mset in order to use the exploit. Is this true, and will it work for my o3ds 9.0?

There is an option on the rxtools menu that lets you downgrade your mset, but I think the old launcher.dat from gateway (and any other .dat that was designed to run on 4.5) won't work since they have to be updated for the new version.
I know for sure that it's possible to launch rxtools from mset on 9.x because a friend of mine has it, I assume there should be a tutorial out there..

Before you do anything, you are going to need to get a copy of RXTools Beta 8. A download can be found here. Next what you are going to need to do is go on that one site which contains 3DS ISOs. To access the specific part of the website, you are going to need to go to this Google search and find that link that from that 3DS site which has the [MEGA] [CIA/BIN] MSET 4.X & 6.X backups, Browser backups, Update packs (All Regions) in its title. Now find the download to for the 6.X-msetdg.bin in your region. So if you're from Europe, download the EUR version. Your location on your profile indicates you are from the U.S., so you will need to grab the "USA" version.

After that is out of the way, move the 6.X-msetdg.bin that you just downloaded onto the root of your SD Card. You will also need to delete your "rxtools" folder and replace it with the one that is in the Beta 8 download. On top of that, you will need to go into the MSET folder from the RXTools Beta 8 download and move the code.bin onto the root of your SD card. Please note that if you have a DS flashcard, you only need the rxCakeROP.nds or rxinstaller.nds on your DS flashcard's SD card. Then just run either one and install the 6.X-msetdg. Now your SD card should look something like this:

Now Launch RXTools and hold down the R button. Go into Advanced Options and then downgrade your MSET to 6.x. It should successfully install without any problems, hopefully. If no problems occurred, then good. Now turn off your 3DS and restart. Now while in a clean boot of your 3DS, go to the following site: http://dukesrg.github.io/?code.bin

This will load the code.bin that you had put from the beta 8 of RXTools. It should then crash your browser in a minute or so. If it doesn't crash, then press the Home button. After it crashes, you should be able to do the MSET exploit for the DS profile. Go to System Settings → Other Settings → Profile → Nintendo DS Profile

If it launches RXTools then you are set. If it doesn't, then you will have to install one of the CIAs depending on your location:

Code:
MSET-USA-6.0 0004001000021000
MSET-EUR-6.0 0004001000022000
MSET-JPN-6.0 0004001000020000

You will need to use FBI to install the CIAs. So you will have to boot up RXTools in Sysnand, launching FBI, and installing the CIAs in NAND. (The destination must be read as "NAND")

Damn it man. That is the most helpful post I have gotten since I've been here. I'm gunna do this tonight after work. A couple questions though. After I downgrade mset I can go back to using the latest official release of rxTools right? Also. If I place the .nds exploit installer for both rxtools and gateway, can I switch between launchers when ever I want?

I have no idea. The thread that I referenced doesn't say anything about using another version of RXTools. It just says download the one that I linked in my original post. I really cannot see a difference between this version, besides the sort of rare bug where the 3DS won't boot in emunand automatically. I found a way to not have this issue, which is just booting emunand without the auto boot up. It hasn't failed on me yet.

Also. If I place the .nds exploit installer for both rxtools and gateway, can I switch between launchers when ever I want?

I actually have not found a definite answer to this. I don't know if anyone has made multiple launchers and I would not even know if it were possible. You should probably ask someone who is more knowledgeable. Or you could just make another thread, I suppose.

I haven't tested it but I would say it's a pretty safe bet you should be able to. ie if you want to use rxTools, then pop in your DS card and run rxinstaller.nds. Want to switch to GW, then DS Card -> GWinstaller.nds. Not really sure why you would want to do that though.

Got it. If it makes it any easier, you can launch NTR CFW in GW emunand and use the save plugin to backup SAVs from the cart (hold L while booting cart , wait till green light flashes twice, press A) and then rxTools -> NTR to insert the SAV into cia (hold R while booting cia , wait till green light flashes twice, press A). Not every game works but most of them do at least, so you don't need to mess around with the method that involves renaming files and using Save Data Filer.
The only reason I like SDF more is you can keep multiple backup copies of SAVs instead of just 1.
