You don't need a seeddb.bin for this game, use rxTools. (I didn't test the xorpads generation on n3ds but it should work)
 
I did this without the seeddb file on a 9.0E New 3ds running rxtools emunand at 9.5E and it works great, are you running a 9.5 emunand?
I just looked and it seems that my emunand is still at 9.0.0-20U. I'll see if updating to 9.5 works.
 
HHD (without the update) should work fine on a 9.5 emunand, but the 2.0 update will just load infinitely.
 
So updating my emunand wound up not working. Possibly because I had applied the HHD update days ago when I tried to run it? Is there a way I could delete the update, if that is causing the issues?
 
If your NANDs are unlinked, just go into the data management section of the system settings while in emuNAND and delete the update from there. If they ARE linked, DO NOT do that (if you do, the system settings will delete everything that isn't legit on your SD card), use something like FBI or DevMenu to delete the update. Its title ID is CTR-U-EDHE (or unique ID 0x0014f100/title ID 0x0004000e0014f100), assuming you're using the US version (make sure you're deleting the patch and not the app).

Oh thank you a ton! That's what caused HHD to load infinitely. Seriously, thank you lots.
 
I think we'd have to download it manually and firmware spoof it (meaning we tell the system that it's meant for 9.5 instead of 9.6 or whatever the required firmware is really supposed to be); I think that's how SciresM got the Fire Emblem If update to work..
