0005000E1010EC00 = MK8 USA
16 = The oldest update 2.0

Just add the version after the title ID

Yes DLC have a unique title ID, this one is similar to MK8 title ID.

You can download (or maybe even install) a full game, but without a ticket you can't run it.
The ticket is created when you buy the game.
