Ok, i want to compilate a Homebrew source to a executable homebrew (.3dsx).
I click on Shift and right click on the mouse, and i click on the Windows Command, after, i write the command "make" and it's not work...

Well I think those instructions are for Linux. Also, you mean compile not compilate.

You realize you just said you can compile. There is a way to compile on Windows but you're trying to do it with the Linux instructions. You can't use the make command in Windows command prompt.

The make command does work on windows but you have to set up your development environment first. Also a screenshot of your command prompt error would help determine what's going wrong.

Well if you already have the elf file you can just convert it into a 3dsx file.

What is the homebrew itself? It may already have a 3dsx version.

Is this it? Because it doesn't even have an elf file available. It probably doesn't even use ctrulib. This is from the 3DS homebrew early days. You won't be able to run this on the homebrew launcher.
