I tried Mars Matrix, no luck. It seems like there's currently only about 15MB or so allocated for ROMs (after they're uncompressed), so that means only games about 7MB or below tend to work on the CPS-2 core. Mars Matrix is about 18MB zipped, over 40MB unzipped. The 3DS (even the original model) should have more than this amount of RAM spare, so it should be possible at some point for larger ROMs to be loaded, but not so much right now.

So yeah, seems like Vsync behavior is pretty off. Seems like the correct refresh rate is 59.834Hz, but RetroArch insists on making it run at 59.94 ~ 59.97. By messing around with the settings, selecting "estimated monitor fps" multiple times you can kind of glitch it and get it to stay at an stable 59.834Hz, and it never drops - even if you change the value later it'll always stay at 59.834Hz, but then the audio is a bit screwed up. So I guess that's something to look into.

Really? Mine stays at a stable 59.833 - 59.834 Hz. It only jumps up when there's a frame drop. Then it goes back to normal.

Yeah, that's what I'm getting. What are your settings? You have refresh rate set to 59.834Hz? I have that, but when audio sync is enabled it shoots to ~59.97
 
I get this information when trying to boot many games in cps1. Emulator freeze.
