How can I compile the code, and how can I run homebrew?

What is your firmware version?
If you are above 9.2 you will need to use tubehax/ironhax which is homebrew only, check here for that: http://smealum.github.io/3ds/
If you are on 9.2 or below you have more options such as CFW. A good CFW setup guide for the o3DS is https://gbatemp.net/threads/tutorial-installing-rxtools-custom-firmware-3ds-and-2ds.390867/ however for the n3DS you'll need to use a different CFW.

I have 9.9.0-26U, so Ioll be looking at hax?

With that firmware you can only use Smea's exploits. They are Ninjhax 2.0 (you need Cubic Ninja), Ironhax (you need Ironfall which is no longer available at eShop) and Tubehax (you need the Youtube application).

    Walmart is an 60 mile round trip for me, and yes, I still spend less even after the gas cost. :) I dont go there just for milk. I do 2 big hauls a month, fill the cart up.
