ROM Hack CTRTool wont run at all

I've been trying for the past, well, I don't know how long now, and I cannot get CTRTool to run at all.
I have libgcc_s_sjlj-1 on my computer, I've tried both the 32 bit and 64 bit versions and no matter what, it will not work. I always get error 0xc00007b "The application was unable to start correctly".
So, is there anything I'm able to do, is there another program that I can use, or am I screwed?
 
I have the same error with layeredFS when I'm trying to run the "create a plugin" .bat. I dont really know, how to solve it. All dlls are installed and I have the latest Visual Studio Pro 2015.

Put this in the same folder as the ctrtool i gave you and see if it works.

At this rate I'm gonna be naming my 50,000 ctrtool folders all sorts of things like "the last ctrtool - the movie" i already have one named that
 
Hah, I got it! (its for me but I'm sure it works for you, too)

Instead of his file, put this in the folder where your ctrtool.exe is. It solved my problem with layeredFS now. :)
Still no luck...
I don't know, maybe I'll go and try installing a bunch of C++ packages and the like off of the Microsoft website, and see if that brings me anywhere.

Trying using another PC running Windows 7 with all redist's.
