why when you haven't use an electronic device that has been broken for a long time it is fixed somehow?

Best explanation I can give you is the same explanation as to why freezing electronics might temporarily bring them back.
Crap/Dust/Other particles assist in the connections.
You don't even have to wait a long time, just try demonstrating to someone that it doesn't work and it will turn on first try and work perfectly... just long enough for the other person to tell you "see, it works?" and walk away 
But yeah, dust and moisture, or merely letting the device cool down and set, can temporarily mend breaks in the circuits. Then it breaks again once it warms up or you jostle it a bit.

Being known to repair electronics I see something similar where it only works with the one set to repair it in front of it. I have previously toyed with the idea of making a cardboard cutout of myself to see if it will trick it.
More seriously switches, solder joints and capacitors are probably the three most common things to fail in electrical devices and a spell being turned off can see all three sort of repair themselves. It is not a proper repair and 99% of the time and it will probably fail again.

The answer is actually much simpler than you think; all electronic devices are actually Time Lords in disguise. They use perception filters to look like calculators and such so the Daleks won't find them. Think about it. Ever seen a Dalek attack a microwave? Thought not. It's working. Hence why all electronic devices eventually regenerate of their own accord, but only about a dozen times if you're lucky.
Haha, i remember this one time when i had a laptop(that thing was always broken) i stopped using it for a month, i buyed a new one, and then this OLD FUCKING laptop, came to live working and rocking...

Probably the HDD.
I collect 'broken' HDDs [that even drive cloners can't fix] test them myself, log the date, zap it, freeze it, zap it. try it, if it fails I leave it alone in storage until next year. After that most of them work well enough to extract data. A couple of SSDs ended up lasting another 2 years after I zapped them.
