Hacking MSeat + Emunand Question

Lets say I already have a n3ds sysnand 9.0 mset downgraded, emunand 9.5 normal mset.

If I format my sysnand 9.0 and make a new emunand from that formatted sysnand, will my sysnand mseat stays the same or will it revert back to original.

If the mset stays the same will the emunand I make out of that also have a downgraded mset? From what I know emunand is a direct duplicate of the sysnand.

Ok, so means if I want to upgrade back my emunand version I juz need to upgrade using the cia files from 3dnus? I got a friend who wants to sell her 3ds, I am guessing the person might wanna change the mii name etc, so the only way is to format it.
