The DS cart white list has a title ID of 0004800F484E4841 with "484E4841" being the unique ID. It will appear in FBI as "N/A" and does not have a name. ;)

You seem to have quite a bit of knowledge about these things, so I wanna ask you. What Hashtastrophe said above, can it be done with the N3DS XL?

I downloaded the latest version v1.9, and the New 3DS option is just greyed out. What am I doing wrong?

Can you tell me whether it can be done for N3DS XL? If so, how do I enable the greyed out N3DS option?
 
There is no n3DS version of the DS Cart White list as far as I'm aware. The title ID for this CIA should be the same for n3DS and you can downgrade that one to 1.0 just like with the old 3DS models.
The "Downgrade" with a higher version number breaks the signature of the white list. That means that it can't be loaded in RealNAND. It's just broken and the 3DS doesn't use it.

Not if you use FBI to uninstall the current title and install an older version. This way you don't have to spoof the version strings and break the file signatures to get an older version to install. So you're now wrong on that one. ;)

But it doesn't change anything. The N3DS works with the broken signature like the original 3DS. Don't know if the one without broken signature works.

Anything what wasn't blocked by 8.1/9.0 version of TWL_FIRM can be used again if you install the 1.0 version of DS Cart White List. For n3DS users this is the best you can do and isn't any worse then using a "broken" DS Cart White list. The "backup" white list it might have might actually be newer on n3DS then the 1.0 version we would be installing, so you might get worse compatibility with a broken white list on the n3DS.

As for old 3DS, theoretically a 1.0 TWL_FIRM with a broken DS Cart White list would have the best flashcart compatibility possible. But 2.0 is the oldest version of TWL available and I don't know if a broken DS Cart White list would be any better then having a 1.0 DS Cart White list. Until someon can dump v1.0 TWL_FIRM we will never know.

Which backup white list? I don't think that there is another white list than the one we change.

I don't think that any flashcards were blocked with TWL_FIRM between 1.0 and 2.0. I don't even think that there are any flashcards that work with 1.0 but not with 2.0. Whitelist blocks are probably the only ones from 1.0 to 2.0.

The DSi never had a version "1.0". Using that would probably be equal to using a broken whitelist on the 3DS.

Do not worry about that, I downloaded the CIA just like you have it in your pic and installed the CIA in a New 3DS XL. I can now load up the Blue GW Card with no issues, just be sure make your NAND backup and that you have a way to restore it before you install it to sysNAND

well i dont see how you can get any better than broken, even if you downgrade to a DSi version (although i doubt thats possible signatures etc)........you still end up with a blocklist.....might be an old one but its still doing *some* blocking, breaking the whitelist on the other hand effectively means even cards that where always blocked on the 3DS could potentially work....depending on if they where only blocked via the whitelist

Uninstalling the DS Cart White list but not installing a replacement will brick TWL (aka, DS games no longer boot), but the console will function normally otherwise. So you can still boot into Gateway mode or restore a NAND backup with gateway menu if you are unable to install a replacement DS Cart White list.

Are you using the Ninjhax version of FBI? If you tried to install a version spoofed DS Cart White list, FBI won't install it unless you use FBI in Gateway mode since the version spoofed CIA has broken file signatures and the 3DS won't let you install it if you aren't in a exploited environment. (aka Gateway mode)

Are you installing the CIA via what method? If it is through GW, you are safe.
If you install the CIA and by any means it doesn't work, you simply won't be able to boot into DS mode, but you can still go to the Gateway Menu and do a NAND restore.

I downloaded that one (N3DS option was gray for me too), installed it in sysNAND and got no issue.

I was told the same. I was actually going to try that (after getting some confirmation of course, especially from Hashtastroph), but after what's happened with you, I might as well keep off.
