Probably because emuNAND is not yet a part of it, and that would be a deal breaker for some.

We've been here for quite some time, they announced support for 9.2 back at November.
Since then, we've been waiting for their announcement.

I was just using my 3DS legitimately, updating my 3DS through Wi-Fi.
Then ninjhax was released, and I figured I'd better stay on 9.2 if I wanted homebrew. Then the sky3DS was announced, and I figured "if this is legit, there's something going on here".
And then came the Gateway announcement

I don't think they meant beta testers for this release. They also said "if" beta testing is needed.
Their English is broken, sometimes they barely make any sense.
