No it cannot but you can stream The Dolphin Emulator through a plug in like pspdisp but it would be very slow and choppy

The PSP doesn't have enough power to emulate the Wii. If anything it would be something like a Wii emulating a PSP but even then it would be massively slow.

and my psp can't even emulate SNES for some reason (even thought it emulates Genesis and GBA just fine) so I'm sure it will go BOOM if even I try to emulate it

No, at least with playable speed. Look at what Android Dolphin can do (hardware of Vita and Tablets are alike)... Its still too slow.

I have a high end android device and (this is kinda sad) but it can emulate it faster than my pc can. My phone can do 25% speed and my pc can do around 19%
