I am talking about the old pokemon games. I experienced this personally so in this im not wrong or else how could I be since I experienced this stat "difference"?
Now the real question is, is it different for the new pokemon games..

Isn't this totally gay? So your starting pokemon when battling story mode, will ALWAYS be weaker then you wan't it to be perfect? -.-

Pokemon game has always been the same about how you get EVs.
However, up to 2nd gen there was no EV limit of 510. From Ruby/Sapphire onwards, the limit is 510.
As for stats changes, 4EVs represent 1 stat at level 100. 1IV represents 1 stat at level 100. AND postive/negative nature also affects the stat changes.
So, depending on the pokemons overall base stat, IV, EVs gained before levelling up will be reflected when levelling up.
YOU DONT NEED TO BE CONCERNED about pokemons stats increasing when levelling. Just worry about its IVs and EVs you trained it at and its nature.

Super training is another way of gaining EVs.
Max EV in one stat can be up to 255 however 252 is viabale as every 4 EV represents one stat.
Max overall EV a pokemon can have is 510.
