If I understand you correctly, it sounds like you're asking for a ROM for the PSP, which is against the rules. You're going to have to ask somewhere else, or just google it.

I did some searching, and The Elder Scrolls Travels: Oblivion is a java game for cell phones. Not a PSP game.

Edit: Did some more searching, a PSP version was planned but never completed.

Well, he can play the Java version using JCSP or something... it's a cellphone java emulator for PSP.

The game has been cancelled and i don't think there's a public demo
