I checked device manager and my graphics drivers are version 12.104.0.0
I saw there is the 13.8 beta drivers... 12.104 sound really out of date compared to that but I checked for updates and I am running the latest (recommended) drivers.
I want to update to 13.8 but i don't know what to do.

Here http://support.amd.com/us/kbarticles/Pages/AMDCatalyst13-8WINBetaDriver.aspx
there is the download but there are two versions, normal and Mobility. My laptop is Acer Aspire v3-551g-8454

Do I have to uninstall my old drivers or can I just run this over it?

You will need the mobility drivers, as you said, you are using a laptop. Also, before installing the new driver, completely uninstall the current driver.

While this is usually a sound practice for drivers (and most software in general), I've found that it makes absolutely no difference for AMD graphics drivers.

Or Nvidia for that matter. Is doing a complete uninstall of the drivers before installing a new version something that has been left from the past?

The last time I did that with AMD's drivers I had to reinstall windows to fix everything. Probably just something on my end, it's just I've been paranoid about it since.

At this point, just do what Fisherman P said and install the driver over it.

Just be aware that the AMD Mobility drivers aren't compatible with certain brands of laptops.
If it's listed as incompatible on the release notes page, you have to wait for the OEM to update the drivers.
