I'm using Paint.NET. Handles most of my simple image editing needs and it's free. http://www.getpaint.net/
Photoshop is probably better but it's huge and I can't be arsed to pirate it.

Select the image you want your picture to be behind of, copy it, paste it to another layer, then paste your image on a layer below that layer.

Rotating is Ctrl+T for Free Transform, then hold Ctrl and click and hold anywhere on the page and move to rotate.

This is from Photoshop at least but Paint.NET is somewhat similar if not as complex.
