Hold on, I need to know what loader you're using.
Try formatting it w/ panasonic sd formatter, then see. Try updating the loader plus ios 249 by modmii. Or rip the disc and convert iso to wbfs and then try.
Use Wii game manager or backup manager to convert.

Do not format your HDD with Panasonic (you can't), it's only for SD cards.
Do not format your SD card with Panasonic, USB Loader GX put the game on USB, SD card has nothing to do with the game not working.

What is the format of your USB partition? WBFS or FAT32 or NTFS?

You can verify your dumped game with WiiBackupManager if you are using Windows. (load the partition, select the game, tools, sha1 verify).

Are your other games you dumped yourself with "the same version of the loader" working fine?
Try re-dumping the game. Delete the current Mario Kart you have and reinstall it to HDD.

Latest = ???? it doesn't mean anything. which Version number, revision number, beta version or official version?
You could think that the one you have is the latest, while it's not.

v3.0 is the latest "stable" release, but it's not the latest available ;)

Did you try to delete the game and redump it?
It could be just a bad dump, especially if it doesn't work on another loader (you tested neogamma).

Also, be sure to use the video mode "Disc Default" (or Game default).
it will prevent black screens in some games (it should be rare though).

What you said doesn't mean anything.

If you tried redumping, it can't be the iso.
Dumping = making the ISO by copying the Disc. (disc -> HDD = dumping).

Bad dump = the ISO is bad, and the process to create the ISO had some errors, or the ISO get corrupted by some way.
Try deleting the ISO and make it again.

You can use WiiBackupManager to check if your ISO is good, and to delete it if the iso is bad.

Maybe it's your game disc which is scratched and the disc can't be read correctly. as a result it makes a bad iso.

No, warez is forbidden and illegal.
There's no link to warez on this forum.

You could ask a friend and borrow his game Disc to make the backup.
it's "less" illegal than downloading.
