There's no way possible. If your system didn't get the Ambassador Certificate, then you're out of luck. Though the NES games are going to be available for purchase later, the GBA games are exclusive to Ambassador.

So i just got a 3DS and Mario Kart 7 has turned out to be more of a time vampire than Skyrim. But i am not an ambassador, which stinks. Have anyone been able to get the ambassador games on to a non ambassador 3DS? (I just got the system so excuse my noobish attitude). Thanks

That reminds me of the time I preordered HM: Tale of two towns for $30 just so I can get the alpaca plush. I managed to sell the game itself on craigslist for $45 (and I only asked for $25 too...)
