I searched on the Internet and found that the Switch has a fuse mechanism, and once upgraded, it cannot be downgraded. The emuMMC you mentioned, can it downgrade from 22 to 21? I am a beginner, so I would appreciate it if you could give me detailed information.

Well first, do you try going into recovery mode? (Power/ Vol+/Vol- together). You can update the firmware again from that. There's lots of youtube videos on going into recovery mode.
If that fails boot into CFW with current AtmosphereNX to your sysnand (this ignores fuse count), you can then update your sysnand with daybreak to 22.x.x again and it will boot normaly without cfw.
Before you start messing about, dump your sysnand with hekate and store it somewhere safe.

Development update:
Progress is currently focused on restoring homebrew compatibility. A change in how AM manages the applet/application ecosystem created a problem for hbmenu and libnx. Closing down service handles or domains (specifically for ILibraryAppletProxy or IApplicationProxy) now triggers a cleanup operation which in turn signals an event that qlaunch is waiting on (which is problematic due to the homebrew ecosystem diverting from the expected way to exit).
Reasearching the issue and figuring out a good enough solution is currently the top priority.
I think it may be related to what N patched in 22.0.0
Changes in and surrounding page table logic:
KPageTableBase::LockForMapDeviceAddressSpace now checks for a new KPageTableBase boolean, m_allowed_exec_device_mapping, and decides between KMemoryPermission_None and KMemoryPermission_UserExecute for the permission mask value if the boolean is, respectively, set or not.
- This prevents mapping any executable memory as device memory.
I would suggest against updating to the latest Atmosphere build until devs release a stable and working version. So no, we're not there yet but getting there. Be patient.

I know you all are impatient, but please either build it yourself (instead of using builds with dubious patches) or just wait, 1.11.0 will be probably tagged later today.
