WUP installer GX2 not recognizing usb?

When i tried installing a game the first time it didnt work. The second time after a crash due to trying to install to a full NAND it worked. After this i cannot seem to get it to install games even after unplugging the usb and replugging it, replicating the crash and other things. The error is:
0xFFFCFFE9 access failed (no USB storage attached?)
