1: Because they are different browsers with different vulns and thus require different exploits.

2&3: Not answering those, but asking them is a great way to piss off developers and delay getting what you want.

Quite a few reasons, I imagine. Probably because devs would rather work with the extra power afforded by the upgraded hardware, which is present on many models ever since the 2DSXL became a thing.
Developing specifically for the O3DS is kind of redundant anyway, given that most stuff works for the OG models just the same as the New models, only not as smoothly.

Way too vague a request. You can try the homebrew Discord found on the hacks guide but I'd strongly advise caution with asking any questions that insinuate they're not doing enough or that you have a specific idea you want fulfilled.

There are plenty of exploits for the old series consoles. Just the browser exploits are different. Most entrypoints work on old and new series.
And as long as one doesn't update to latest version before reading in advance there is literally nothing external needed.
