You can do anything locally with a modded switch.

You can battle or trade with him locally, but not online trade or battle, you would get banned if you go online with a pokemon game on a modded switch if you pirated the copy, it is different than just running Atmosphere with a cart.

If you mean local play, yes.
If you mean LAN play over the internet, only in games that natively support wired LAN play (there are only a small amount of those games), local wireless will only connect to nearby Switches unless both sides are using ldn_mitm.
You could always ask your friend to play in an emulator. Emulators support ldn_mitm too and can connect with a Switch running ldn_mitm and CFW.

If you are physically near each other, hacked and non-hacked can interact the same way as non-hacked with non-hacked if the game supports local wireless.
If you are not near each other and both Switches are hacked, you can use Switch LAN Play. This also works for games that support LAN play between hacked and non-hacked, however for local wireless to play over network you'd need both parties to be hacked.

This also is only half-way true. If you configure your setup appropriately for example with a guide like this you can enable WiFi without having to worry (in theory). Be sure to read this beforehand though.

I played ACNH with someone locally together, their console isn't hacked, mine is, both are unbanned to this date.
