My iphone 13 was stolen and the police returned it. The Thief did delete everything and made a new account and i cloud and so on...
I want to reset it because i have no data from everything is there programm that will help me?
 
You could bypass the icloud lock, or atleast it was the case a few years back.. It was done by connecting it to iTunes (on PC) and getting it to do a factory reset.
Google is your friend.

Both... i am depressed...

You can try to factory reset from the setting menu if you got full access, if you are stuck on the home menu you can try to go into dfu mode then reinstall firmware on a computer, doesn't always work, sometime even after wiping the icloud lock still exist.

Can you explain step by step please?
 
Factory resetting won't help anything, the iCloud lock can only be removed by using the password to unlock it, or by taking it to an Apple store with proof of purchase and the police report and seeing if they'll do it.

Otherwise, congratulations you stole a brick.
