In that case, I would try to redownload the installer and the steelhax payloads again. Once in there the main rop and code dot bin files should be left and just remove the payload file in there and place the one you have for your firmware

but it says: (i translated it from my language) An error has accured The software will now be closed The system wil now be restartet

FBI does require a console to have full CFW installed into it. A userland exploit such as steelhax or RPwnG will not allow FBI to work as it requires a kernel exploit to work.

You are able to user JK's Save manager with the .3dsx file for exporting and importing save game files and can edit them as you want. There are emulators out there you can use.
