Legit CIAs come from games preinstalled on special edition consoles. There was no special cubic ninja edition 3DS and therefore no legit CIA of it. (An alternate meaning is a CIA dumped from your own bought content. It is legit only to the person that dumped it not to the general public so not useful to you. Plus it was only ever available in the Japanese eShop, not Eur or US)Can it download cubic ninja as legit cia EUR region?

CIAngel doesn't use encTitleKeys any more, it's recommended to find "wings.json" which is a collected of titlekeys and game data. You can find it on that ISO site. Once you have it, put it in the /CIAngel/ folder on your SD cardWhere to find the enctitlekey that match TitleID? Decrypt9 can dump decTitleKey but not encrypted one.

I don't know all the technicalities behind it, but as Xenosaiga said, the eShop is doing some sort of check and wiping the DLC that you don't technically have the rights to. CIAngel doesn't have built in crypto fixing, so some games you will be required to visit the eShop page for them to get the seeddb entry. If you're installing an out of region game, you will need to download it as a CIA and use Decrypt9 and a SeedDB that contains the key for the title to do a deep decryption before installing.why do games installed with ciangel lock at the 3ds start up screen...
