Hacking Question about what flashcart to get

Assuming there's no way to turn roms into cias to play on 3DS, what type of flashcart would I want to get to work with my DS Lite to emulate a rom of the pokemon event distribution carts?

Best 3DS flashcard in 2017 is a MicroSD + 3ds.guide

And a R4I 3DS for DS mode do a very good job.
